12月12日,昆(kun)明(ming)市自然資(zi)源和規劃局舉行(xing)“昆(kun)明(ming)市中心(xin)城(cheng)區(qu)開發強度(du)管(guan)理”新聞發布(bu)會,根據(ju)《關于(yu)加強昆(kun)明(ming)市中心(xin)城(cheng)區(qu)開發強度(du)管(guan)理的通知(zhi)》,把中心(xin)城(cheng)區(qu)開發強度(du)細化為(wei)(wei)五級分(fen)區(qu),其中明(ming)確新建城(cheng)鎮住(zhu)宅用地最高強度(du)分(fen)區(qu)的基準容(rong)積率(lv)為(wei)(wei)2.8,容(rong)積率(lv)上限為(wei)(wei)3.1。
本次強度(du)分(fen)區及管控(kong)綜合(he)考慮城(cheng)市(shi)風貌特(te)色、地(di)理(li)區位、交通條件、產業發(fa)展、道路交通和市(shi)政基礎設施的(de)綜合(he)承載能(neng)力,同時結合(he)城(cheng)鎮住宅(zhai)(zhai)用地(di)和商業、商務金融用地(di)的(de)地(di)塊規模、軌道站點、周邊道路、住宅(zhai)(zhai)戶型大小綜合(he)確定地(di)塊開(kai)發(fa)強度(du)。相(xiang)比過(guo)去(qu)的(de)用地(di)開(kai)發(fa)強度(du)控(kong)制,保(bao)證(zheng)了(le)指(zhi)標的(de)合(he)理(li)性(xing)與科學性(xing)。
此次(ci)僅針對城(cheng)鎮住宅用(yong)(yong)(yong)地(di)和商(shang)業(ye)、商(shang)務(wu)金融用(yong)(yong)(yong)地(di)兩類進行(xing)管控,這兩類用(yong)(yong)(yong)地(di)占中心城(cheng)區(qu)(qu)(qu)城(cheng)市建設用(yong)(yong)(yong)地(di)的(de)(de)比例最大。本次(ci)采用(yong)(yong)(yong)分區(qu)(qu)(qu)分類的(de)(de)差別(bie)化(hua)管理,把中心城(cheng)區(qu)(qu)(qu)細化(hua)為(wei)五級強(qiang)度(du)(du)分區(qu)(qu)(qu):臨(lin)湖區(qu)(qu)(qu)域、生態敏感區(qu)(qu)(qu)域等(deng)劃(hua)定(ding)(ding)為(wei)強(qiang)度(du)(du)一區(qu)(qu)(qu);臨(lin)山區(qu)(qu)(qu)域、城(cheng)市大型公共開敞空間周(zhou)(zhou)邊(bian)(bian)區(qu)(qu)(qu)域、大型文體設施(shi)周(zhou)(zhou)邊(bian)(bian)區(qu)(qu)(qu)域等(deng)劃(hua)定(ding)(ding)為(wei)強(qiang)度(du)(du)二區(qu)(qu)(qu);以城(cheng)鎮住宅、生活服務(wu)為(wei)主的(de)(de)區(qu)(qu)(qu)域劃(hua)定(ding)(ding)為(wei)強(qiang)度(du)(du)三區(qu)(qu)(qu);片區(qu)(qu)(qu)組團中心、TOD綜(zong)合開發(fa)區(qu)(qu)(qu)域、綜(zong)合交通(tong)開發(fa)樞紐等(deng)區(qu)(qu)(qu)域劃(hua)定(ding)(ding)為(wei)強(qiang)度(du)(du)四區(qu)(qu)(qu);城(cheng)市核心區(qu)(qu)(qu)、高強(qiang)度(du)(du)開發(fa)的(de)(de)地(di)標節(jie)點(dian)區(qu)(qu)(qu)域(如巫(wu)家壩(ba)核心區(qu)(qu)(qu)、老城(cheng)核心區(qu)(qu)(qu)、呈貢(gong)核心區(qu)(qu)(qu)高鐵站周(zhou)(zhou)邊(bian)(bian)區(qu)(qu)(qu)域等(deng))劃(hua)定(ding)(ding)為(wei)強(qiang)度(du)(du)五區(qu)(qu)(qu)。
本(ben)次強度(du)(du)(du)(du)分區(qu)(qu)(qu)及管控(kong)建立“強度(du)(du)(du)(du)分區(qu)(qu)(qu)+基準容積(ji)率(lv)(lv)+修正(zheng)影響(xiang)系數+容積(ji)率(lv)(lv)上限(xian)”的地(di)塊強度(du)(du)(du)(du)計算規則(ze),按照“宜(yi)(yi)(yi)高則(ze)高、宜(yi)(yi)(yi)密(mi)則(ze)密(mi)、宜(yi)(yi)(yi)低(di)(di)則(ze)低(di)(di)、宜(yi)(yi)(yi)疏則(ze)疏”的空間形態引導原則(ze),根據強度(du)(du)(du)(du)分區(qu)(qu)(qu)基準容積(ji)率(lv)(lv)和容積(ji)率(lv)(lv)上限(xian)進行分級管控(kong),城鎮(zhen)住宅用(yong)地(di)最高強度(du)(du)(du)(du)分區(qu)(qu)(qu)的容積(ji)率(lv)(lv)上限(xian)為(wei)3.1,商業(ye)、商務金融用(yong)地(di)最高強度(du)(du)(du)(du)分區(qu)(qu)(qu)的容積(ji)率(lv)(lv)上限(xian)為(wei)5.5。
新規(gui)還結合昆(kun)明市軌(gui)道(dao)交(jiao)通(tong)(tong)建設情況,充分考慮(lv)軌(gui)道(dao)站點周(zhou)邊區(qu)域的(de)(de)綜合開發,統(tong)籌土(tu)地開發利用與交(jiao)通(tong)(tong)承載的(de)(de)關(guan)系,通(tong)(tong)過軌(gui)道(dao)站點修(xiu)正系數的(de)(de)設置,有利于提(ti)高(gao)城市交(jiao)通(tong)(tong)效(xiao)率和土(tu)地利用效(xiao)率,增強區(qu)域經濟(ji)活(huo)力。(劉婷婷 徐(xu)曉(xiao)俊)
